Out of curiosity, when you say "percentage representing the percent of respondents who said move it up the list," is that a net percentage? In other words, do you subtract the number of respondents who vote for moving it down the list?
It seems to me that a quotation that has 49% up votes and no votes to move it down is more of a frontrunner than a quotation that has 51% up votes and 49% down votes.

It is the percent of the total vote. Voters can either vote it up or voter it down or skip each quote. Voters who choose to skip a quote (a fairly small number, by the way) don't count either way. So, if there are 100 votes cast and 60 of them are "Move it UP the list", then the percentage is 60%. A quote that had no "DOWN" votes would have a percentage rating of 100%. All quotes on a list have roughly the same number of votes. The number of votes differ, of course, for each list as some have been out longer than others. That is why I leaving the voting open until the 19th -- to give the later lists a chance to catch up.
